Why regulatory certainty is a problem in the digital economy

Obviously, regulating the overwhelmingly changing reality of the digital economy is not easy at all. But it is no less true that the efforts of governments to promote innovation and technology-based entrepreneurship are diluted like a sugar cube in the bitter coffee of general legislation and economic interests. Why?

Yes, Latin America faces the opportunity to leapfrog in its competitiveness avoiding mistakes made by others, in benefit of its economic and social development. But this necessarily involves a change in the regulatory mentality of governments and legislators. They need to understand that preventive regulation is not the only way, not even the best one. That open environments, support for innovation and competition, along with technology, are the way for the development of the regional economy and the future of jobs for Latin Americans.
